海堤生态化建设适宜性评价研究及应用

摘要:
适宜性评价是开展海堤生态化建设的基础和前提。针对缺少海堤生态化建设适宜性评价指标体系和方法的问题,本研究遵循系统性、代表性和可度量性原则,运用层次分析法从海堤灾害防御能力和海堤周边生态环境两个方面构建评价指标体系;结合德尔菲法确定指标权重;建立指标量化处理标准;引入海堤灾害防御能力指数SDI和海堤周边生态环境指数SEI并进行等级划分;建立防御-生态互斥矩阵,将海堤生态化建设适宜性划分为优先建设、适度建设和维持现状;最后将指标体系应用于平潭岛裕藩海堤,对其灾害防御能力和周边生态环境进行评价。研究结果表明:裕藩海堤灾害防御能力差,海堤周边生态环境一般,属于优先建设类型;构建的指标体系可用于海堤生态化建设适宜性评价。

Study and application of the assessment on ecological seawall construction suitability

Abstract:
Suitability assessment is the foundation and precondition of ecological seawall construction. In view of the lack of index system and method of suitability assessment for ecological seawall construction, analytic hierarchy process is used to establish an index system evaluated from two aspects, the disaster prevention capability of seawall and the eco-environment of the seawall, by principles of systematicness, representation and operability. Index weight and quantitative criteria are established by combining with the Delphi method. The indexes of disaster prevention capability of seawall and ecological environment around seawall are introduced and divided. And the suitability of ecological seawall construction is divided into prioritized construction, moderate construction and maintaining the current status according to mutually exclusive matrix of defense and ecology. Finally, the index system is applied to Yufan Seawall on Pingtan Island for evaluations of disaster prevention capability and seawall ecosystem. The results show that it is the type of prioritized construction because its disaster prevention capability is poor with general ecological environment. The index system can thus be taken to evaluate the suitability of ecological seawall construction.
